Silence

The silence is two-fold, here. First and foremost, there is the silence of the dead, who in their deceased state, no longer have a voice of their own.

But also, there is the age-old question does the silence of the living lead to more war. During the Vietnam, this was a popular notion, which has never really been proved or disproved.
